The Illinois Department of Transportation (IDOT) has responsibility for planning, construction and maintenance of Illinois' extensive transportation network, which encompasses, highways and bridges, airports, public transit, rail freight and rail passenger systems. It operates with an annual budget of approximately $5 billion.

The Division of Highways and its nine district offices are responsible for the design, construction, operation and maintenance of the state highway system and the administration of the state's local roads and streets program. The state highway system of 17,000 miles includes 2,050 miles of interstate roads. This is part of the 138,000-mile network of state, county, municipal, township and toll roads--the third largest system in the nation.

Other elements of Illinois' multi-modal transportation system are the responsibility of Public & Intermodal Transportation, Bureau of Railroads, the Division of Traffic Safety, the Division of Aeronautics and the Office of External Affairs.
